dPMR Licensing


Digital Private Mobile Radio (dPMR) is an emerging European telecommunications standard developed by the European Telecommunications Standards Institute (ETSI) and its members. dPMR is intended as a replacement for analog Professional Mobile Radio (PMR) products. Standards documents (that is, TS 102 490 and TS 102 658 series) are available via the ETSI website.

dPMR accommodates multiple modes of operation:

Unlicensed operation

Motorola Solutions’ dPMR Standards-Based Licensing program grants rights to Motorola Solutions’ dPMR essential patent families. Since Motorola Solutions’ patent portfolio is large and expanding, additional patents determined to be essential to the dPMR standard are occasionally identified. Once identified, Motorola Solutions declares the patent to ETSI and dPMR licensees automatically gain access to these patents without additional cost or administrative burden.

The term of a Motorola Solutions dPMR Standards-Based License is for the life of the last-to-expire essential patents, or until the licensee decides to cease dPMR equipment manufacturing, whichever comes first. Generally, the license may not be transferred to another party, but Motorola Solutions will consider requests to do so on a case-by-case basis. Grants may include the right to make, distribute and sell dPMR-compliant TERMINALS and INFRASTRUCTURE EQUIPMENT. The dPMR Standards-Based License is subject to reciprocity. That is, licensees are required to cross-license any patents they may own or control that may be essential to the dPMR standard or that are found to be essential in the future.

Financial terms are dependent upon the prospective licensee’s dPMR essentials patent holdings, if any, and are linked to an industry normalized equipment index. Royalty rates are expressed in a fixed amount and are reviewed periodically to ensure they remain in line with market trends, technology maturity and portfolio coverage.

Equipment manufacturers entering the dPMR marketplace are encouraged to review ETSI’s IPR Policy and contact Motorola Solutions’ Licensing Department to obtain the necessary essential patent rights prior to fielding equipment.

Customers or agencies seeking to purchase or use dPMR equipment should discuss essential patent license rights with their prospective vendor/manufacturer. Unwelcome delays, program risks and costs can be encountered if dPMR equipment is purchased from an unlicensed manufacturer.
